The Constitution of the Academic Committee

 

Chapter I

 General Provisions

 

1.    To strengthen academic research, talent training, better conduct of  social advisory services as well as the role as "Think Tank" of ICNE, the institute enter formulates these regulations according to <The Interim Measures for the Cultivation and Construction of National and Regional Research Bases> of the Ministry of Education, <The Constitution of the Academic Committee of USST>, <Comprehensive Operation and Management Measures of ICNE>.

2.    The Academic Committee of ICNE (hereinafter referred to as the AC) is the academic directing organ. It is mainly responsible for reviewing the academic research directions of ICNE and medium- or long-term research and development planning, participating in the evaluation of major achievements, making recommendations regarding reasonable use of funds on major projects , and coordinating the major academic activities.

Chapter II

Organizational Structure of the AC

3.    AC is made up of 19 to 23 members (odd-numbered system), which has a director, two vice directors. Members of AC shall be confirmed by the director of ICNE. The ordinary members should have high level of professional and technical titles or doctoral degree. Their status should be the research fellows at the universities and research institution at home and abroad as well as businessmen who have a certain academic influence.

4.    The director and deputy directors of AC shall be elected by its members. However, the number of votes of the director shall meet or exceed two-thirds of all members, deputy directors of the votes should be more than half the number of attendants. When a meeting of AC is held, the number of attendants must be more than half of the members.

5.    The academic members of ICNE shall be appointed for a tenure of three years and can be reappointed. In order to ensure continuity of the work of the AC, no less than one-third of the members shall be required to change and retain. The addition of members of AC shall be nominated by the director of ICNE, the director and the deputy directors with exceed half of all the members agree.

6.    If one of the following cases is nominated by a director or deputy directors, a majority of the votes of the members shall be passed and their membership shall automatically expire.

1)     The members themselves have academic misconduct;

2)     The one who can not perform the relevant duties due to healthy and other reasons;

3)     Special circumstances approved by other committees;

7.    AC shall hold at least one plenary meeting every year to discuss and decide on important matters in accordance with the principle of minority subordination.

8.    AC shall vote by hand or by secret ballot. Each member has a vote. The members under special circumstances can use the way of delegation when they can not participate in the voting . Meetings of the director and deputy directors of AC may be convened to discuss and decide the daily work of ICNE.

Chapter III

Duties of AC

9.    Consultation and review the scientific research, construction goals and development planning of ICNE, review important funds exceeding 100,000, major subjects or special research projects and making recommendations.

10. Evaluation the key research projects of the research fellows in ICNE, and making specific suggestions or incentives.

11. Assistance at the cooperation and academic exchange with scientific research institutions or other organizations at home and abroad.

12. Listen to the work report of the ICNE director putting forward constructive suggestions on the work of ICNE.

Chapter IV

Supplementary Provisions

13. The daily work of AC and the related matters handled by the director and vice-director shall be implemented by ICNE.

14. The amendments shall be valid by a vote of all the members or by secret ballot, and shall be valid when two-thirds of members exceed.

15. When the content of this constitution is ambiguous, it is explained by ICNE of USST.
