Comprehensive Management Measures
1. In order to strengthen the construction and management of ICNE, these management measures are formulated according to the <Interim Measures for the Cultivation and Construction of National and Regional Research Bases>, <Measures for the Management of Research Projects of USST>, < Construction & Management Approach of Scientific Research Base Platform in USST> and other documents' spirit.
2. As a research platform of "Regional and National Studies", issued by the Ministry of Education, ICNE is under the leadership of Business School and Science & Technology Department as well as International Affairs Office of USST according to 164. File [2017] of USST.
3. ICNE is a high-level academic research institution for carrying out the studies for national and regional economies. It is responsible for organizing research and innovation teams in the field of economic and trade issues surrounding China, producing significant research results, providing advisory services to governments and enterprises, and developing scientific research backbones, and promoting the development of related disciplines.
4. ICNE is an academic autonomous institution belonging to USST. With the principle of "institutional openness, freedom to access ". The mobility of staff and competition as well as innovation are encouraged. It improves constantly the integration mechanism of industry, education and research around the core of talents' training.
5. ICNE is under the responsibility of director. The director takes the coordinating responsibilities for the people and property involved in the scientific research projects carried out in the name or with the help of ICNE conditions. According to the principles of "Independence, Self-discipline, Sharing, Joint Progress" the affairs of ICNE will coordinated and managed to ensure the normal operation.
6. Main responsibilities of ICNE director:
(1) Responsible for the overall work of ICNE, financing and use approval of the funds.
(2) Responsible for the full implementation of ICNE construction plan and the implementation of the academic development plan determined by the Academic Committee.
(3) Formulating various management measures and rules & regulations of ICNE.
(4) Responsible for appointment of deputy director, full- and part-time research fellows (Distinguished professor, expert) as well as the administrative staff.
7. ICNE sets up the Academic Committee (AC). The functions and operating rules of AC are detailed in < The Constitution of the Academic Committee of ICNE>.
8. Research fellows of ICNE is divided into two categories: full-time and part-time. Among them, the full-time ones need to undertake some scientific research, teaching and administrative duties according to the requirements of the university and are willing to abide by all the rules and regulations of ICNE. The part-time ones may be appointed to the experts and scholars in related fields outside the university to undertake the corresponding scientific research and teaching. The ones who are specially appointed according to some agreement, are not subject to this restriction.
9. In order to ensure the stability and openness of ICNE, the number of full-time researcher fellows should not generally be less than 5, and part-time ones (distinguished researcher fellows and professors) should not be less than one-third of the full-time one in the university. At the same time, the interested scholars are welcome to participate in research work.
10. The research fellows of ICNE is obliged to take part in the application work of all kinds of teaching and research projects at all levels inside and outside the university. Everyone will be assessed according to their annual quality of personnel training, research level and amount of fund.
11. The regulations for academic study of postgraduates are formulated separately which are required by the process of the talents cultivation.
12. 5% deductions of all various research funds acquired in the name of or with the help of the ICNE platform by the full - and part - time research fellows of ICNE will be retained by ICNE for the operation and construction. ICNE shall set aside the retention funds for the separate account, by principle of special fund for special use. According to the relevant regulations of USST and the contents of the agreement of both parties, money and financial contributions from outside organizations or individuals to ICNE should be applied reasonably.
13. Each project acquired Each project shall take at least two or more members of ICNE members (including research fellows and students), but the use and distribution of the research subject is decided by the head of the subject.
14. All research fellows (including students) in ICNE shall be strictly comply with the relevant laws and regulations of intellectual property rights during the scientific research activities. All research fellows who acquire the research achievements through ICNE must sign (or note) name of ICNE. Applications for various awards should be dealt with the relevant regulations of Science and Technology Department of USST.
15. According to the administrative regulations regarding national and regional research centers of the Ministry of Education and Shanghai ICNE should hold at least once a national or an international academic conference every year, in accordance with the relevant regulations of the relevant matters.
16. The overseas visits, the reception of foreign scholars organized by ICNE must follow the line of <Interim Measures for the Cultivation and Construction of National and Regional Research Bases>.
17. ICNE should do well in promoting and exchanging academic achievements. In addition to actively publishing various academic articles, ICNE should also adopt various ways, such as compilation of scientific research achievements, monograph publication, so as to enhance the academic exchanges of and expand the influence of the ICNE.
18. Due to the special needs of scientific research and talent cultivation, ICNE can award famous scholars outside USST and entrepreneurs with significant social contribution the title of contract research fellow or distinguished professor.
19. Measures for the management of the facilities and equipment of the ICNE shall be formulated separately.
20. ICNE shall designate a special person to be responsible for the work of the annual reports, fill in and submit the annual report form according to the requirements of the competent departments of the higher level. ICNE fills the annual report form at the end of each year, and submits it to Business School, Department of Science and Technology as well as the International affairs Office in USST.
21. The Evaluation and assessment of all research fellows conforms to "Interim Measures for the Cultivation and Construction of National and Regional Research Bases" and the relevant provisions of the USST.
